Administrative divisions of Georgia

Disclaimer

Due to the internationally disputed status of the Autonomous Republic of Abkhazia and the Tskhinvali Region, both of which claim independence but are only internationally recognized by Russia and another handful of countries, this scheme is only a proposal. Feel free to discuss this scheme on the discussion page. This scheme should not be implemented unless a wide consensuos among the users in the region. This topic is very emotionally discussed in Georgia and Russia, therefore an edit-war should be avoided.

Administrative Divisions

Administrative levels

admin_level=1 - border of the CIS

admin_level=2 - border of Georgia (Capital Tbilisi)

admin_level=3 - border of the disputed territories:

  • Autonomous Republic of Abkhazia (Capital Sukhumi)
  • The Tskhinvali Region / South Ossetia (Capital Tskhinvali)

admin_level=4

  • The Autonomous Republic of Ajara (Capital Batumi)

and the other 10 regions (in brackets: Capitals):

  • Samegrelo-Zemo Svaneti (Zugdidi)
  • Guria (Ozurgeti)
  • Racha-Lechkhumi and Kvemo Svaneti (Ambrolauri)
  • Imereti (Kutaisi)
  • Samtskhe-Javakheti (Akhaltsikhe)
  • Shida Kartli (Gori)
  • Mtskheta-Mtianeti (Mtskheta)

Please note that South Ossetia is not a Region on its own, most of it is formally part of the Region Shida Kartli, but it also comprises small parts of other Regions. Therefore, the boundaries with admin_level=5 will overlap and intersect with the South Ossetian Border.

admin_level=6 - The 72 Districts and Cities A list of the Regions and into which Districts they are divided, can be found on Wikipedia.

admin_level=7-8 - I do not know if there are smaller administrative sub-divisions, please expand if you know about it. If there are none, these levels can be kept empty, so there is space if Georgia adds smaller sub-divisions in the future.

admin_level=9 - The Administrative Raions (districts) of Tbilisi and Batumi:

Batumi is currently divided into 14 administrative units (Sources: )

admin_level=10 - empty at this time, can be used for smaller subdivisions of the Tbilisi Raions, if there are official ones.

Which are not administrative divisions?

Everything, that has no legal status, like land-use boundaries (Villages), protected areas (National Parks), City Neighbourhoods etc. To qualify as an administrative subdivision, an area must have at least:

  • Official Borders defined by a law
  • A sort of gouvernment
  • A certain level of autonomy (e.g. housing policy)

Therefore, a city neighbourhood will most likely not qualify as an administrative subdivision. If an area of a city is commonly and historically known under a name, but it has no official borders, no self-government and no right to make official decisions, use Key:place instead. This especially counts for the admin_level=6, where the administrative area of the City may be much bigger than the area settled (= landuse polygon), and also there may be other villages and hamlets, known by a different name, located within the district, which should be mapped with landuse polygons instead.

Also, the historic regions of Georgia are not administrative regions.

Naming of the administrative subdivisions

At least the tag name=* is required.

  • [name=*] Georgian name, in georgian letters, except...
    • Abkhazia - Abkhazian name in abkhazian writing
    • South Ossetia - Ossetian name in ossetian writing

Additional name tags can be added:

  • name:ka=* Georgian name
  • name:os=* Ossetian name
  • name:ab=* Abkhazian name

Regional languages of Georgia:

  • name:sva=* name in Svan language
  • name:lzz=* name in Laz language
  • name:xmf=* name in Mingrelian language
  • name:bbl=* name in Bats language
    • Use the alphabet that is officially used in the respective languages.
  • int_name=* The local name in latin letters, using english transcription
  • Exonyms in Foreign Languages, especially in areas populated by ethnic minorities (optional):
    • name:hy=* Armenian name (in armenian letters)
    • name:az=* Azeri name
    • name:ru=* Russian name (in cyrillic)
    • name:tr=* Turkish name
    • name:el=* Greek name (in greek letters)
    • name:en=* English name (especially, if it is different from int_name)
    • name:de, name:fr, name:sp etc etc.
