Importing CC-BY-SA

Is there a proper way to import CC-BY-SA data into the sandbox? As in, do we need to ask authors for exceptions or permissions to use data under terms different from CC-BY-SA? How do we preserve attribution?
For example, how would Historical OSM be able to benefit from this data: http://poezn.github.com/us-history-maps/ ?
If it is ok, what's the proper way to tag or mark data imported like this? And, how do we record or preserve the permission that is granted by the copyright holder?
