Static Maps API
The Static Maps API was just one of several OSM implementations of the static map images idea. The tool was running on the dev server for a few months, but was deprecated due to server load problems, and later switched off (around 2012?).
Development
This was developed in php by Pawel Niechoda as a Google Summer of Code/2009 Project. There is some other documentation at FOSSGIS/Server/Projects/staticmaps.
There is a google code page for this project with Source code there. The source is also bundled as one of the zipped up download from GSoC
It's unclear, but this project seems to have inspired development of StaticMapLite (The "lite" in that name possibly being relative to this more featureful service)
