admin_title=* is used on several boundaries to represent the title given to an entity. This key was proposed in 2014 and rejected in 2015.
In several imports, border_type=* (which has far more uses) was used in a similar fashion. In Russia and Belarus official_status=* is used. In China place:CN=* is used.
