embedded=* specifies that a railway=* line is continuously embedded in the (center of the) street, in particular for railway types where this property is not implied (railway=tram).
The tag has been described on the OpenRailwayMap/Tagging in North America page as a recommended property if it applies since June 2020[1].
Conventional rail tracks that are not segregated from the street are quite rare nowadays but they (still) exist around the world, see Street running train on Wikipedia for a list of examples.
