Useful to skip while surveying objects without fire_hydrant:diameter=* - as someone already surveyed them and failed to find such marking.
fire_hydrant:diameter:signed=yes is unlikely to be useful or used.
This tag is logical extension of existing scheme, but it was used on larger scale since it started to be used by a quest in StreetComplete[1]
