This key was set by an automated edit (navibot) in 2009 for re-categorized highways.
Navibot corrected for problems which had occurred when the Chilean road network was uploaded to OSM. Its edits are one-time and limited to Chile.
The road upload had tagged all roads about a category too high, e.g. what would be a tertiary road (dirt roads in Chile) was tagged as secondary. Navobot re-adjusted the road categories according to what previously had been agreed to with the Chilean OSM community. See http://wiki.openstreetmap.org/wiki/Chile:Map_Features
Please delete the tag when you can confirm (or change) a category based on aerial images or local observation.
