As for mapping recent optical-to-the-households (FTTH) local loops components, identifiers should be used to link them to any other public dataset.
Such identifiers are set in France by national public authority (ARCEP). There is no point to use it elsewhere.
This key allows precise identification of several elements of the network and those references may be public/usual and added to OSM.
The point of this key is to collect publicly accessible identifiers only.
