This tag is mostly used for long distance Hiking route relations which are divided into several stages. There it can be used to indicate a reference number for the stage.
Other use
There are also very few other instances of this tag on different types of objects, indicating for example the number of (performing) stages in a venue, but in as of 2/2023 these are only 55 objects in the world.
