bicycle=permissive is applied where cycling is legal, not obvious from other tags and where it is not explicitly designated for cyclists (that would be bicycle=designated), and permission can be revoked at any time.
When permission cannot be revoked at any time it would be bicycle=yes
This distinction is especially important in places such as UK with right of way - there are cases where land owner cannot forbid people using path over their land.
In places where such legal right does not exist, for example in Poland, nearly all uses of bicycle=yes would be more accurately mapped as bicycle=permissive - but value of such changes would be rather low.
Examples
- footway where cycling is legal, access can be revoked at any time: highway=footway + bicycle=permissive
- pedestrian road where cycling is legal, access can be revoked at any time: highway=pedestrian + bicycle=permissive
- service road where cycling is legal and other vehicles are limited to residents, access can be revoked at any time: highway=service + vehicle=private + bicycle=permissive (bicycle=permissive overrides vehicle=private)
- track road with "no access, except authorized personnel, pedestrians and cyclists", such access can be revoked at any time: highway=track + access=private + bicycle=permissive + foot=yes/permissive (two last tags override general limitation to only private access)
