Use building=construction to identify a building that is currently under construction.
The building should have at least the walls of the first floor. If there are only foundations, it should not be marked with this tag.
Combine with construction=* to specify the type of building. For example, building=construction + construction=apartments will become building=apartments when complete.
It is possible to use opening_date=* to mark expected opening date of the building and check_date=* to mark when building was resurveyed to check whatever construction was finished.
