Municipalities (communes in French, which are also départements) in Burkina Faso

Notes:

• The départements are now listed by INSD.bf (at least since 2006, or a bit before) as communes (municipalities). However the two entities are distinct: départements are subdivisions of the national state and cover their whole territory, but the commune in each of them is a local collectivity and only covers the urbanized areas (cities or towns divided into secteurs, and villages), excluding the rural part (such as natural parks and most parts of roads connecting villages in the same commune) of the homonym département to which they belong.
• The département of Ouagadougou is now listed (in 2013 or before) by INSD.bf a single commune grouping all former départements in its province of Kadiogo ; these became arrondissements (these former départements should be turned to admin_level 7). In 2006 they were listed as separate communes, but the commune of Ouagadougou already included several arrondissements (not shown in the table below).
• The département of Bobo-Dioulasso is now listed (in 2013 or before) by INSD.bf as a single commune grouping all former départements in its province of Houet ; these became arrondissements (these former départements should be turned to admin_level 7). In 2006 they were listed as separate communes, but the commune of Bobo-Dioulasso already included several arrondissements (not shown in the table below).
• All other smaller populated places are listed as villages within communes (but some rural villages in periurban areas are integrated within communes or in thier arrrondissements in Ouagadougou and Bobo-Dioulasso); these villages no longer have any administrative status (they should be turned from admin_level 8, notably if their boundary relations are created).
• Some cities have several orthographies, the Capital city column shows the one currently used by INSD.bf, the other ones is in the Alternate name(s) column (and have been used by INSD.bf in older reports; they may still be used).
• All départements are classified either as communes rurales (rural municipalities), or communes urbaines (urban municipalities), according to INSD data. We could define a tag for this distinction. Among the later communes urbaines, some of them are given the status of ville (cities), differently from the classification of "place=*" in OSM, so a third status could be defined:

  "admin_type:BF=commune rurale/commune urbaine/commune urbaine à statut particulier" (value in French as the typology comes from Burkinabe institutions defining it in French).

  this new status of communes of former departments is shown in the second column below; most communes urbaines (urban municipalities, whose population is over 10000 inhabitants, and that may also include other villages) are divided either into secteurs (sectors, in the main town of the commune) and additional villages, or into arrondissements grouping secteurs (and possibly additional villages) in the two major cities of Ouagadougou and Bobo-Dioulasso.

• DONE: In May 2016, new municipal election took places. 12 new communes were formally added by splitting some of them to reach a total of 363 communes. An updated (and finalized) official list can be found on the website of the national independant electoral commitee, with updated population figures including some new villages added in existing communes. The list below is accurate for the former 2012 elections, but has also been checked for the 2016 elections (only some population figures were updated, and some villages added in existing communes; there are still 351 municipalities for the current electoral purpose, there may be others later).
• TODO: locate the remaining few OSM nodes defining all capital cities of départements in the table below (most of them already exist in OSM but their position should be adjusted, and these nodes should not be used by any way defining a road. Separate them by copying the node in a location very near from the existing node (this will allow moving them more accurately to the more precise place where the administrative center of départements is actually located). This work is only complete for the capitals of régions and provinces.
• TODO: delimit all incomplete départements that subdivide each province (for now using correct estimation to locate all existing villages, based on natural borders such as rivers; high precision is still not reachable but we should avoid splitting villages).
• TODO: all départements listed as "OK" below have at least their estimated orders, they may be missing their admin_centre member for their capital, but all of them include their lists of (administrative) villages, either as place=* nodes (for now) members or as member relations (in a few cases, around their urbanized area), or in a FIXME tag for missing villages: please help locate all these missing villages at least with a node. You may find other cultural hamlets or some new villages that still have no administrative status (the data collected, including for populations tagged on place=* nodes and on departments, come from files related to the 2012 municipal elections). Adding all these missing villages will help adjusting some existing borders.
• TODO: delimit the arrondissements (admin_level 7) within the départements of Ouagadougou and Bobo-Dioulasso (this will be very useful to help geolocating streets and many POIs in these two large cities).
• TODO: delimit the urbanized areas for communes (at admin_level 8) within their département (at admin_level 6); may be generated from aerial imagery by locating all landuse=residential areas, the rest of the department is rural and not part of its municipality).
