INSPIRE
INSPIRE is the short name for the European Commission directive on Infrastructure for Spatial Information in the European Community (now the European Union) often referred to as "open geodata"; the INSPIRE program is also open to member countries of the European Economic Area and other volunteer countries in Europe (http://inspire.ec.europa.eu/INSPIRE-in-your-Country). But just how open will it be?
Developments in INSPIRE can be followed on the webpages of the Digital Earth and Reference Data Unit of the European Commission's Joint Research Centre, the technical coordinator of INSPIRE. See: http://inspire.jrc.ec.europa.eu/
The data is on licensing rules making it unusable in OSM[1][2].
