button_operated=yes/no is used to indicate that some functionality may be (or needs to be) activated by interacting with a button.

This is frequently used for the pedestrian call buttons associated with traffic signals that control pedestrian and bicycle crossings. It can also be used for automatic doors or similar features.

Note that in case of pedestrian and bicycle crossings it may be quite hard to check whether the button is actually doing anything. It may even change during depending on time of day or other factors[1][2][3][4]. It means that it is extremely hard to verify what this tag attempts to mark.

It means that button_operated=yes in case of traffic lights means rather "there is a button that may activate something or do nothing at all" rather that it was confirmed that pressing button certainly has some effect.
