Old uses of the tag
- majority seems to be done in mass-edits in Haiti around 2010/2011 earthquake. So might probably be related to amenity=refugee_site ? If yes, then many may not exist anymore.
- some (that also use refugee=yes) seems to be (proposed) tagging alternative of amenity=refugee_site
- some might indicate camping=* areas or camping sites tourism=camp_site instead.
