The tag service:bicycle:pump=* specifies whether or not a feature has a bicycle pump which can be used by anybody, not only customers. For independent pumps, both amenity=compressed_air (with a tag clarifying it's oriented to cycles and not just cars) and amenity=bicycle_repair_station are used.
