Una frontera administrativa. Subdivisiones de zonas/territorios/jurisdicciones reconocidas por los gobiernos u otras organizaciones para fines administrativos.
Los límites administrativos van desde grandes grupos de estados-nación hasta pequeños distritos administrativos y suburbios, con una indicación de este tamaño/nivel de importancia, dada por la etiqueta combinada 'admin_level' que toma un valor de 1 a 10 como se describe a continuación.
La etiqueta boundary=administrative se usa en vías . También puede (o en su lugar) ser usada en una relación que agrupa varias vías. Esto funciona bastante parecido a costa. Debido a que las vías tienen un número máximo de nodos, no es necesario hacer un bucle alrededor de toda una administración con una sola vía para formar un área cerrada (aunque ésta es una buena idea para áreas administrativas muy pequeñas).
Muchos límites administrativos están actualmente marcados también con place=*.
Nótese que OSM sigue la regla 'sobre el terreno'. Los límites registrados en OpenStreetMap son los más reconocidos internacionalmente y los que mejor se adaptan a la realidad sobre el terreno, lo que generalmente significa control físico. En áreas sin fronteras claramente definidas, la línea es aproximada[1].
Ten en cuenta que esto no significa que la comunidad de OSM considere que invasiones específicas/guerras/lo que sea que haya resultado en un cambio en la frontera como bueno/deseable/bienvenido/incorrecto. La comunidad OSM intenta mapear el mundo tal como existe, no como debería existir.
Ten en cuenta que en algunos casos los bordes pueden superponerse sin que sea un etiquetado incorrecto. Puede ser el resultado de un acuerdo entre países para administrar conjuntamente un área [2] o para marcar áreas no controladas por ningún país, y ambos lo reclaman [3]

Nota: una administración transnacional no es una organización supranacional y no debe ser etiquetada con admin_level=1.
Nacional
boundary=administrative + admin_level=2
marca las fronteras del país, como la frontera entre Austria y Alemania. Los nombres de los países se especifican a través de las etiquetas left:country=* y right:country=*, si se utilizan sobre una vía lineal en lugar de una vía cerrada/área.
Existe cierta controversia acerca de cuál es el significado exacto de país. En aras de la claridad, sólo las entidades políticas que figuran en la norma ISO 3166 deben considerarse países. También existen algunos territorios dependientes y áreas especiales de interés geográfico que tienen su propio código ISO 3166-1 pero no son países. Se consideran países dos lugares que no tienen códigos asignados por la ISO: Kosovo y República Árabe Saharaui Democrática.
Los nombres de los países de la siguiente tabla están escritos en inglés.
Subnacional
boundary=administrative + admin_level=3 to 10
marca las fronteras subnacionales. Los nombres de las entidades subnacionales implicadas se especifican como con fronteras nacionales, con "parroquia", "distrito", "región", "provincia", "estado".
admin_level
admin_level=1 to 10 se ha introducido para que las diferentes fronteras se puedan representar de forma coherente entre los países (para ello se requiere un conocimiento de su jerarquía en cada país basado en border_type).
Además de los límites administrativos la etiqueta admin_level=* también puede utilizarse en características etiquetadas con government=*. Los valores admin_level=* que se describen a continuación también se aplican a las etiquetas capital=* y heritage=*.
