行政上の境界。政府やその他の組織は行政上の目的で、地域/領域/管轄の下位区分を定めます。
行政上の境界は国家グループから小さな行政区や地域まで及びます。規模/階層を示すには、下記のとおり1から10の'admin_level'タグをを組合わせて用います。
boundary=administrative タグはウェイに適用します。いくつかのウェイをまとめてリレーションを併用(あるいは代替)することも出来ます。この作業は海岸線と似ています。ウェイへの所属可能なノード数には最大所属可能数制限があるため、行政域全体を1つのウェイで環状に閉じたエリアを作る必要はありません(とはいえ、小さな行政上のエリアを描く時には有効な手段です)
現在、多くの行政境界は place=* も一緒にタグ付けされています。
place=* ノードに対して admin_level を追加することは議論中です。

国家
boundary=administrative + admin_level=2
オーストリアとドイツの間といった国境を表します。線状のウェイでなく閉じた/エリア状のウェイを用いた場合、国名は left:country=*、right:country=* タグでで示します。
厳格な 意味で国家とは何かに関して、いくつか論争があります。明確性のために、少なくとも ISO 3166 standard に挙げられた政治的領域は国とみなすべきです。
国名は下のテーブルに英語で書かれています。

boundary=administrative + admin_level=3 to 10
地方の境界を表します。「行政区」「地区」「区」「省」「州」といった地域も名前の表し方は国境の場合と同様です。
admin_level
admin_level=1 to 10 は、国によって異なる境界線が一貫性をもってレンダリングできるように適切に導入されました。（border_type に基づいてこれを行います。そのためには、それぞれの国の階層構造に関する情報が必要となるでしょう）
