Административная граница. Деление областей/территорий/юрисдикций признаваемое правительствами или другими организациями для административных целей.
Административные границы варьируются от больших групп государств до крохотных административных районов. Чтобы указать уровень объекта административного деления используется дополнительный тег admin_level=1-10, описанный ниже.
Тег boundary=administrative используется на линиях . Однако рекомендуется всё же использовать отношения boundary.
Некоторые административные границы (например границы населённых пунктов) отмечены тегом place=*. Это зависит от того как договорились обозначать их участники в своём регионе.
Наднациональные администрации

Замечание: межгосударственные администрации не являются наднациональными организациями и не должны обозначаться тегом admin_level=1.
Национальные
boundary=administrative + admin_level=2
отмечают границы государств.
Может возникать непонимание того какие сущности являются государством. Для ясности решено, что только политические сущности перечисленные в стандарте ISO 3166 являются государствами. Также существуют зависимые территории и особые зоны географического интереса, которые имеют свой код ISO 3166-1 но не являются государством.
Названия стран в таблице ниже приведены на английском языке.
Субнациональные
boundary=administrative + admin_level=3-10
указывают субнациональные границы. Имена данных сущностей указываются как и в случае с государственными границами вместе с статусной частью "область", "край", "республика" и т.д.
admin_level
Тег admin_level=1-10 введён для рендеринга границ согласно их уровню в иерархии. Каждая страна имеет свой набор уровней административного деления.

Административные уровни (admin_level) в Российской Федерации
Данная версия была выработана в результате долгих и трудных переговоров на этой ветке форума, а также на IRC канале irc://irc.oftc.net/#osm-ru (Логи: 01-окт-2009, 08-окт-2009). Просьба наобум не править.
Основные требования
- Области с одинаковым admin_level=* не должны пересекаться
Исключение: 3 из 4 автономных округов являются одновременно независимыми субъектами федерации, и входят в состав других субъектов (см. ниже).
- Область с
admin_level=nдолжна находится внутри области cadmin_level<n. Т.е. не допустима ситуация, когда область сadmin_level=10одновременно пересекается с двумя областями сadmin_level=8. - Границы муниципальных районов (округов) — admin_level=6, муниципальных поселений — admin_level=8, что хорошо согласуется со значениями admin_level, принятыми в других странах.

Поиск информации о уровнях внутри субъекта РФ
- Территория всех субъектов федерации, за исключением ГФЗ, делится на МР (иногда используется термин «район»), МО (иногда используется термин «округ») и ГО (иногда используется термин «город»).
- Некоторые субъекты используют дополнительно «управленческое» деление, например управленческие округа Свердловской области объединяющие несколько МР/ГО — для них admin_level=5. ГФЗ используют деление на административные округа Москвы / районы Санкт-Петербурга и Севастополя, объединяющие несколько внутригородских МО — для них также admin_level=5.
- Границы МР и ГО (admin_level=6), а также городских и сельских поселений в составе МР (admin_level=8), устанавливаются региональным законом.
Там же, как правило, перечислены населенные пункты, входящие в состав муниципального образования.
Существует общероссийский классификатор ОКТМО, в котором перечислены все ГО, МР, ГП и СП. Ознакомиться с ним можно тут. - Как правило в уставе ГО указывается «управленческое» деление: районы, иногда сельские округа — admin_level=9
- Хорошим источником по границам различных уровней являются схемы территориального планирования (СТП). Ссылки на существующие схемы по субъектам собраны тут.
- То, что перечислено как «населенный пункт» — обозначаем полигоном place=city/town/village/hamlet.
Точная информация о границах населенных пунктов доступна как правило в «генеральном плане».

Автономные округа, входящие в состав других субъектов
3 из 4 автономных округов являются одновременно независимыми субъектами федерации, и входят в состав других субъектов. Территории этих автономных округов следует отмечать admin_level=4 + is_in:state=область_в_которую_входит_автономный_округ, при этом территория автономного округа будет пересекаться с территорией области в которую он входит.
Внутригородские муниципальные образования городов федерального значения
Чтобы отличать внутригородские муниципальные образования ГФЗ от городских/сельских поселений, границы МО ГФЗ следует отмечать admin_level=8 + is_in:city=Москва/Санкт-Петербург.
